Harold B. Wooten

Harold B. Wooten, Senior Consultant for The Kilgore Group and President of Wooten Associates, LLC, is recognized nationally as a community justice expert. His expertise includes training, internal and external executive coaching, program design and implementation, organizational analysis and problem solving, and cross-agency team building. He serves as a presentation coach to managers and sales executives. He is an Associate Professor at Johns Hopkins University’s School of Education. He takes great pride in helping others to develop professionally and personally.

Harold Wooten’s public service was highlighted by his creative leadership of the Federal Probation and Pretrial Services System as its Chief of Operations. He is credited with numerous innovations which remain significant to current practices. As president of his own consulting firm since 1997, he has served as an independent consultant working with organizations such as PricewaterhouseCoopers, IBM, the Urban Institute, the JEHT Foundation, and Webb Consultants International. For three years he served as lead consultant with the National Center on Institutions and Alternatives (NCIA) in the implementation of cross-agency teams comprised of public officials, public safety agencies, local organizations and community leaders throughout the state of Maryland, in New York City, Washington, D.C., and S. Tucson, Arizona.

He has given numerous speeches, presented testimony before Congress, given presentations and training seminars for numerous organizations including the Federal Judicial Center, the National Judicial College, the National Institute of Corrections, the National Institute of Justice, the Executive Office of Weed and Seed, the Bureau of Justice Assistance, the American Probation and Parole Association, the National Center on Institutions and Alternatives, the National Association of Counties, the World Learning Organization, and at numerous universities and colleges.

Mr. Wooten has published over 30 professional articles, co-edited numerous monographs, , developed two videotapes, and recently helped create a marketing DVD for the 1-day workshop, Raising Caring and Responsible Children and Youth: Five Skills for Parents and Caregivers. He has also authored an e-book, A Leader’s Guide to Improving Your Managers’ Blind Spots available through the Kilgore Group.

He is married to Nancy Smith Wooten and has four daughters. He lives in Laytonsville, Maryland.
