The Kilgore Organizational Culture Survey (KOCS)

First, a definition by one the best known authors of organizational culture:

Organizational culture is based on the set of beliefs, values and assumptions which were put in place by the founders of the organization.  The behaviors of employees at all levels that are the outgrowth of this set of beliefs make the organization what it is today.  Changing the organizational culture is no small task and must be taken very seriously. 

Kilgore consultants developed the KOCS from over 25 years of working in organizations of all types in the private, public and no-profit sectors. A set of demographics, customized to your organization's requirements, yields a robust report with data that will lead to determining the best strategies for organizational improvement.

Assessment of the organization’s strategy and the initiatives identified to move it forward is a key first step.  An in-depth discussion with the senior management team yields an analysis of their desired direction and those issues that may be getting in the way of achieving the desired outcomes.  The KOCS is then administered and a report generated.  Kilgore consultants will analyze the results and again meet with the senior team.  Key areas identified from this work include:

•    Organizational alignment around the mission and strategy

•    Perceived levels of effectiveness by employees at all levels

•    Empowerment that yields timely and effective decision making

•    Execution of plans that yield results


The 13 dimensions of the KOCS provide an in-depth analysis of organization life its strengths and areas for improvement.  Using this data and the analysis of the strategic initiatives of the organization, a plan of action can be formulated.

Frequently, a culture survey is done as the starting point for a change effort within the organization.  In order for this change effort to be effective several conditions must be present:

1.    A clear mission and vision to be communicated to everyone.  A clear set of goals for the organization

2.    Top management commitment to the change and ready to support it with sufficient resources to ensure success.

3.    Engagement by all employees in the organization.  This includes specific strategies for involvement in decision making and execution.

4.    External coaches to observe, guide and facilitate the change effort.  Being in the forest one sometimes cannot see the trees or visa versa.  An outside perspective is essential.
